Meet the Staff

Coordinator

Dr. Heather Kloeker-Webster is the Threat Assessment and Management Coordinator. In this position, Dr. Kloeker-Webster coordinates the threat assessment and management process for the University community, including students, employees, and non-affiliates. Dr. Kloeker-Webster also serves as the Chair of the Campus Behavioral Intervention Team (CBIT).

Prior to this role, Dr. Kloeker-Webster worked in behavior management for over a decade within the field of student conduct. Dr. Kloeker-Webster earned her Master of Arts in college student development and Doctor of Education in adult and community college education. Dr. Kloeker-Webster’s dissertation titled “Competency Identification for Threat Assessment and Management Teams: A Modified Delphi Study”, focused on competencies for threat assessment and management teams within the context of higher education, specifically in the UNC System. Dr. Kloeker-Webster is a Certified Threat Manager (CTM) through the Association of Threat Assessment Professionals, is certified in threat management by the National Association for Behavioral Intervention & Threat Assessment, and trained in behavioral threat assessment (BeTA) by the North Carolina State Bureau of Investigations. 

Additionally, Dr. Kloeker-Webster is certified in mental health first aid by the National Council for Mental Wellbeing and trained in mental health topics and pathways for the prevention of violence by the Virginia Department of Criminal Justice Services. Dr. Kloeker-Webster has served as a three-time faculty member for the Donald D. Gehring Academy where she facilitated threat assessment seminars. Lastly, Dr. Kloeker-Webster is an active member of the Association of Threat Assessment Professionals (ATAP) and the National Association for Behavioral Intervention & Threat Assessment (NABITA) .

Program Specialist

Kristan Holzman is the Threat Assessment and Management Program Specialist. In this position, Mrs. Holzman assist with the threat assessment and management efforts of the office. Mrs. Holzman is also responsible for case management and overseeing several processes which are managed by the office.

Prior to this role, Mrs. Holzman worked in student affairs for over a decade within student support services, student conduct, and housing and residence life. Mrs. Holzman earned her Master of Arts in college student development from Appalachian State University and Bachelor of Science in communications from Western Carolina University. Additionally, Mrs. Holzman is trained in conflict resolution and as a QPR Suicide Gatekeeper. Lastly, Mrs. Holzman is a member of the National Association for Behavioral Intervention & Threat Assessment (NABITA).
